and Russian information operationsOne of Threat Analysis Group s TAG missions is to understand and disrupt coordinated information operations IO threat actors Our research enables Google teams to make enforcement decisions backed by rigorous analysis TAG s investigations do not focus on making judgements about the content on Google platforms but rather examining technical signals heuristics and behavioral patterns to make an assessment that activity is coordinated inauthentic behavior In this post TAG is highlighting four case studies involving Russian IO tied to the Internet Research Agency IRA and its financier Russian oligarch Yevgeny Prigozhin In several cases those campaigns served the dual purpose of promoting Russia s agenda and Prigozhin s business interests These examples underline broader trends we re seeing Russian IO groups are increasingly obscuring their role in influence operations relying on stronger operational security and cutouts intermediaries to mask their work to dissociate themselves from user facing activity They launder their messages via local media brands NGOs and PR firms that were in fact created by Russian shell companies And in some cases IRA affiliated actors have responded to platforms enforcement efforts by moving to more permissive online spaces and platforms IO amplifying Prigozhin s pro Russian filmsPrigozhin has financed several movies through a partial ownership stake in the film company Aurum LLC The company s movies show Russia ーespecially the Russian military and mercenaries ーin a positive light The films have high production values and fictionalize Russia s actions abroad in the style of Hollywood action movies Storylines in the films include depictions of Russian soldiers in the Central African Republic soldiers defending native Russians in Ukraine and even a satire about the IRA and its role in the US elections In they released “Солнцепёк “Sunlight or “Blazing Sun in English which takes place in eastern Ukraine and claims to be a story based on true events from of Russian mercenaries connected to the paramilitary Wagner Group protecting Russians in Ukraine against Ukrainian forces Shortly after Russia s invasion of Ukraine TAG identified several IRA affiliated news sites hosting ads to drive traffic to the videos including sites like newinform com and slovodel com While the film was an older release from the timing of this campaign was notable because the subject matter mirrored newly topical real world events in Ukraine in a way that portrayed Russia positively Google terminated nine new IRA linked accounts using Ads to advertise the film and new IRA linked YouTube channels hosting clips the full length film and related comments Some accounts claimed to be officially affiliated with the film while others presented themselves as fan accounts Advertisement for the movie “Sunlight on an IRA affiliated news siteIRA linked IO campaigns in AfricaIn recent years Russian IO actors tied to Prigozhin and the IRA have peddled influence campaigns promoting the interests of Russia and Prigozhin s Wagner Group in Africa Researchers at Stanford Graphika and our colleagues at Meta have documented this trend going back to These campaigns involved creating NGOs media brands and news agencies across Africa including a Ghanaian NGO Sudan Daily Peace Data and SADC News These entities presented themselves as independent non profit organizations and recruited local journalists and subject matter experts to publish content on topics like pro Russia narratives African pride and empowerment and stories suggesting that Western imperialism is destroying Africa Some authors likely did not realize they were working for a Russia backed IO and genuinely believed in the content they wrote TAG s investigations align with these earlier findings Google terminated accounts and channels associated with the IRA s fake media brands and NGOs throughout and This included IRA linked accounts using Gmail to create profiles on non Google social platforms creating YouTube channels affiliated with the so called news brands and publishing content to Blogger In March Google shut down activity by several IRA linked actors who published content promoting Wagner s operations in Africa along with pro Russia narratives These articles appeared on Blogger and a number of non Google blogging platforms such as Balalaika Hashtap Technowar and Voskhodinfo The blogs amplified false narratives that the United Nations is funding terrorists in the Central African Republic and that Syrians need Wagner protection The blogs were not backed by a social media presence Example of a blog posted by an IRA affiliated accountExample of a blog posted by an IRA affiliated accountIn September Google terminated three IRA linked YouTube channels that were sharing content in French and supportive of Russian policy objectives in Libya including promoting a film in the Shugaley trilogy another Aurum LLC film IRA influence operations concerning UkraineRussia s agenda in Ukraine has also been a consistent but not overwhelming focal point for IRA linked influence campaigns In February Google terminated five YouTube channels and Blogger blogs posting coordinated narratives on Blogger YouTube and the Ukrainian blogging platform Hashtap In addition to domestically focused content about Russia several of the narratives focused on maligning Ukraine These included allegations of Ukrainians deceiving Europe and stories of how Kyiv authorities failed to properly handle the Covid pandemic This activity spanned multiple blogging platforms and TAG observed the same IRA linked accounts posted similar commentary across various news sites IRA created blog on Blogger criticizing EU support for UkraineIRA IO targeting domestic Russian audiencesGoogle regularly disrupts activity by IRA linked accounts targeting Russian domestic audiences These are often clusters of related accounts that create YouTube channels upload videos and comment and upvote each other s videos The activity occurs during Russian work hours with narratives focused on Russian domestic issues and typically targeting political dissidents In October Google terminated a cluster of nearly IRA linked accounts that were posting YouTube Shorts The Shorts were crafted for a Russian domestic audience praising Russian soldiers in Ukraine and had negligible views or subscribers Other campaigns have focused on blogs In July Google terminated Blogger blogs created by IRA linked accounts Narratives in the blogs focused on Russian domestic affairs including stories dismissing protests supporting anti corruption activist Alexei Navalny denigrating local opposition politicians criticizing the mayor of St Petersburg and praising the heroics of Wagner Group IRA actors also mirrored the same content on Ukrainian blogging platform Hashtap In some cases multiple Blogger profiles published very similar or near identical content The evolution of the Russian IO landscapeThese case studies underscore several developments TAG observes in Russian IO activity The accounts created lack well developed and backstopped personas and increasingly are disrupted before they can gain traction Russian IO actors also increasingly obscure their role using stronger operational security and a range of intermediaries to conduct the actual user facing activity These proxies include third party PR firms marketing agents or unknowing local journalists and creators Using well selected proxies launders their legitimacy and this provides an advantage compared to creating direct personas with little reach In our investigations of IRA backed IO we have also noted several cases where the narratives pushed by the IRA serve a dual purpose Not only do they amplify messages supporting Russia they also promote the business interests of oligarch Yevgeny Prigozhin Prigozhin has organized his empire around projects that directly and indirectly support the Russian state and as the main financier of the IRA he has cleverly leveraged his IO apparatus to amplify narratives that benefit not many of you may already know we provide a feature on DEV that allows you to create organizations invite folks to join you in the org and post articles under the org For instance if you look down the left side of my profile you can see that I m part of multiple orgs including the DEV Team The DEV Team Follow The team behind this very platform There are loads of benefits to creating an org many of which are listed on our Organization Info and FAQ Page ーI recommend checking out that resource for a high level view Below we ll zoom into a common use for many orgs on DEV reposting content from an organization s blog onto DEV and we ll talk about the best practices to keep in mind when doing so Reposting an Org s Blog Content on DEVThere are loads of orgs out there with developer focused blogs that have really interesting content We absolutely encourage folks at these organizations to join up to DEV create an org and share their blog content with the community We provide tools that make it easy to import amp share posts from an existing blog as long as RSS is set up and that make it safe to do so without the original post losing SEO i e the DEV version should not overtake the original version in search rankings Let s talk about each Importing Posts via RSSNotably there is a feature called Publishing from RSS thats allows you to easily import content onto DEV that exists elsewhere on the web so that it can be re shared with the community This feature is found in settings settings extensions and gives you the ability to input an RSS Feed URL to import any articles that are added to the RSS So if your organization has a blog and y all have set up RSS for it y all can continue to create articles on your blog first and import them onto DEV after this way you only need to write the article in one spot but can easily import and post it onto DEV without having to do the awkward copy paste dance That said note that this feature was built more with individuals in mind more so than organizations so the flow is a little tricky for orgs note this request aims to make it easier If you plan to use this method as an organization you ll want to follow these steps In order for this to work make sure that you have admin privileges for your org Enter the URL for your blog s RSS feed under Publishing to DEV Community ‍‍from RSS here in your settings and click submit feed settings After submitting the URL go to your user dashboard From here click in to edit each of your org s posts one by one and use the drop down menu top of the post to set them all to be posted under your org making sure to save each draft Go back to you user dashboard and use the drop down menu toward the top right of the page to change from Personal to your org Go through the list of posts and click the three dots menu beside each title then use the author drop down menu to attribute the correct author in your org for each post You can then go through the posts choosing which ones you d like to publish You can even publish on behalf of your team members if you d like Two quick tips on sharing org blog content First off we recommend against posting all your articles at once but instead slowly siphoning out a few per week ーthis will help your visibility We also strongly recommend against posting articles that are purely promotional as always if your articles aren t in line with our Content Policy listed in our Terms it s possible that we may remove your posts and or suspend your account Another thing to keep in mind when reposting via RSS you have the option to mark the RSS source as canonical URL by default You will definitely want to do this if you hope to keep your SEO ranking high for the original source when reposting content More on that below The Importance of Specifying a Canonical URLOften organizations who are reposting content are worried about a their original post becoming less discoverable in search enginesb their website becoming less discoverable in search engines because the newer place that their content is published at e g DEV might overtake the first place that the article was published at e g the org blog Luckily Purposefully we built DEV with contributors in mind and allow authors the ability to easily tell search engines where a reposted article originally came from by inputting a canonical URL So long as authors specify a canonical URL then they should not have to worry about getting penalized for reposting content The search engine crawlers should see via the HTML when a canonical URL is specified on a post and any attention given to the re posted article should actually boost the original article s ranking How to Specify a Canonical URLFirst off if you are reposting via RSS as mentioned earlier you have the option to check a box beside Mark the RSS source as canonical URL by default upon import ーif this is important to you and your org be sure to do so That said it s also possible to specify a canonical URL on individual posts you share too There are two different methods available depending upon what editor version you are on Check to see which editor version you are using from settings customization If using Rich markdown and reposting an article you ll need to click the gear icon at the bottom of the page next to Save draft You ll then see an input for Canonical URL where you can share the URL for the original location of the post This will tell search engine crawlers that the post first appeared on whatever URL you set it to be If using Basic markdown and reposting an article you ll need to add canonical url X to the front matter of your post to specify where the post first appeared like so title published falsetags canonical url Wrap upWe hope this helps to relieve some of the work and
